OP-ED: Strategic Petroleum Sale Highlights Weak U.S. Maritime Policies

Generations of inadequate maritime policies were highlighted again with the June sale of 30 million barrels from the Strategic Petroleum Reserve (SPR). While buyers were barred from exporting the oil, the entire sale, expect for a 150, 000 barrel barge load and a pipeline delivery, was transported by foreign vessel operators.
